Thierry -- a couple extra details. For this client we have a password policy in place that forces a new password every 90days. In addition their is a grace period of 10days. As a result if the User ID is inactive for over 100days -- they receive the expired password error message. The default is a rather unhelpful one line statement. You are right if a user attempts to login in during the grace period they receive an expired message but after that they get the system message.

Rob -- thanks. I did finally manage to get this resolved. Like you say it is easier to have a separate "messages" NSF and you are right that Default/Anonymous ACL must be set to Reader.
The custom expired message page now has a suitable reason message plus an email link to contact the IT service desk to request a password reset.

I am also planning to investigate the ability for users to reset their own web password using part of this technote. http://www.ibm.com/developerworks/lotus/library/domino8-lockout/
